DOT Europe has responded to the European Commission’s consultation on the Digital Networks Act. Connectivity is the foundation of the digital economy, and the framework that governs it must keep Europe competitive, open and investment-friendly.
Our response sets out how a modern networks framework can support the rollout of high-quality connectivity without distorting the open internet that consumers and businesses rely on.
We caution against mechanisms that would unwind net-neutrality principles or introduce mandated payments between content providers and network operators. Such measures risk raising costs for users and chilling investment in the services people value.
Instead, we encourage policymakers to focus on the real drivers of connectivity: spectrum policy, market structure and incentives for fibre and 5G deployment, where targeted reform can deliver lasting benefits.
An open internet and world-class networks go hand in hand. Europe should strengthen both, not trade one off against the other.
